The report is based on findings from the monitoring study of the impact of the armed conflict on the exercise of social rights by single elderly persons in need of external care living in the parts of Donetsk and Luhansk regions controlled by the Ukrainian government, including the areas near the contact line.

Report the loss of civilian population, the destruction of housing and infrastructure as a result of the armed conflict in eastern Ukraine

Kharkiv Human Rights Protection Group offers the readers the report on the results of study of the consequences of the armed conflict for civilian population and civilian objects on the territory, where in 2014–2015 there were hostilities, and along the demarcation line between the occupied territories and the territories controlled by the government.



This publication is devoted to the situation of detainees who are in custody in the non-government controlled territories of Donetsk and Lugansk oblasts and were deprived of liberty before the beginning of the military conflict. The report contains the analysis of the legal status and the detention conditions for the convicts in ORDLO, the violations of fundamental rights of this category of population in ORDLO, reviews the troubles of transfer of the detainees to the institutions on the territory controlled by the government, tells about the legal assistance provided to some of the prisoners. It contains the recommendations with the aim of improving the situation.

Human Rights in Certain Districts of Donetsk and Luhansk Regions, January 2017

In January 2017 in the regions of Luhansk and Donetsk oblasts controlled by armed groups of socalled “LNR” and “DNR” another facts of of human rights abuses were revealed: illegal arrests of pro-Ukrainian citizens and sentencing detainees, obstruction of the activities of international organizations, the involvement of schoolchildren and students into propagandistic activities, creation of parallel legal system – all of those violations of human rights and freedoms, which became for the people living in the so-called “republics” a part of everyday life.

In December 2016 new facts of human rights violations were detected in particular areas of Donetsk and Luhansk regions, controlled by armed formations “L/DPR”: illegal apprehensions of proUkrainian citizens; use of pupils and students in propaganda meetings; development of a parallel legal system, combining human rights violations in the so called “republics”, which became a daily routine.

In November 2016, in the territories of the Luhansk and Donetsk regions controlled by illegal armed groups, the so-called «Luhansk People’s Republic» (“LPR”) and «Donetsk People’s Republic» (“DPR”), there was a surge of human rights violations: regular arrests and “military sentencing”, obstructing the activities of international humanitarian organizations, violation of property rights, violation of freedom of assembly, enforcement to participate in «patriotic» and «social» promotions – it is an incomplete list of violations of citizens’ rights and freedoms.
